Looks to be a male of Chalybion californicum. Definitely not Chlorion.

Ah Ha! That would explain all the nests showing up because I've been seeing many more of of these this year and many more nests.

Question-do they build in groups? (like more than one wasp in a nice area?) Do they share, are they communal?
