Found perched in a sapling along a small creek. Unfortunately this was the only shot I got before it flew away.

Tibicen tibicen (=T. chloromera)
This looks to be a female T. tibicen. Generally this species has bright green legs and a predominantly white venter (as does the cicada in your image. Most other members of this genus occurring here in the Southeast have at least some dark (pigmented) shading along the ventral midline of the abdomen.
