Looks like
they'd been flying a long time. This looks like a female (more black and blue on the wings), the other a male.

I think. The thin stripes and shape of the forwings are more like that species. Also, at the low elevation of Kingman the Two-stripe is common, but I wouldn't think a Western would be too likely to come down that far out of the mountains.

 
Location
This picture was taken near the Flag Mine in the Hualapai Mountains probably around 7000' elevation.

 
Maybe both
are there, since it actually was a location up in the mountains. I don't even know for sure if the Western is in the Hualapais? It's not found on many desert mountains, but the Hualapais are pretty lush in places.
