Chalcididae
This is a parasitic wasp, family Chalcididae, might even be the genus Brachymeria, a parasitoid of lepidoptera.

Is there a way to narrow this down. I think I've looked at all relevant images on Bugguide and don't see this one. I don't know wings, so I was looking for something similar with the silver sheen and on the hind legs, antenna, etc.
Cute little guy - like a sturdy Bull Dog of a wasp.
I'd say he was 5mm or less.
