Size: About 2 inches long
I noticed these caterpillars on sage brush. Then on August 10th I saw one bury itself in the dirt.

Looks like genus Hemileuca (Buck Moth)
and I see Hemileuca hera (below) feeds on sagebrush species (Artemisia), so that might be a good bet, though yours looks a little different from this one in the guide:
