Although the best characters are not visible here I am sure it is Hedychrum. Only Hedychrum has that strong femorae (especially the third one) and that wide and flat abdomen. Holopyga can be excluded from the wing venation. Other than that it just looks like Hedychrum to me but I can't explain why in this short comment.

Tom's ID is probably correct, but there are other Elampinae that are very similar, and I wonder aloud if we should just leave it at subfamily? Nice of him to get this image. There is great diversity in the family, and while they present a photographic challenge, I'd love to see more images:-)
