While hiking along the Delaware Bay shore on the New Jersey side, the beaches had many many tiger beetles running around amoung the washed up jetsom. After many attempts at a good shot, I captured this individual before it bolted away.

Agree with Skip...
I believe this is the common shore tiger as well (C. repanda).

Hairy Necked Tiger Beetle
Cicindela hirticollis is what I would say but wait for expert.

 
Looks more like C. repanda.
The humeral lunule doesn't look right for hirticollis (should be more G-shaped than C-shaped). Like hirticollis, repada is often also common on seaside habitats. Not an expert however. Wait for other comments.
