This looks like either a light phase of Megacheuma brevipennis or a very dirty regular phase ; )

I would have to agree with Ian, this could be a male Megacheuma. The females have distended abdomens and do not fly.

I had a Clytus planifrons in
I had a Clytus planifrons in CA this summer. Looks similar, but my specimen wasn't so dirty. Ha, ha!

 
Are you sure the specimen was
Are you sure the specimen wasn't closer to an inch in length? It looks like Calloides nobilis regalis. An old synonym is Calloides mormonus Csy. from Beaver Canyon, Utah (type locality). Your specimen is very dirty, but I can't think of anything else with the broad, unmarked pronotum and this number of yellow bands.
