Size: ~16-18mm
I'm really not sure what type of wasp this is. The body shape looks similar to the potter wasps, but I didn't see a similar pattern.

A hint, rather than an ID.
When you're trying to match images, look mainly at the thorax patterns. Abdomen patterns are, I think, more variable and definitely depend on the wasp's posture.

This is probably Eumenes crucifera.
