I found this insect on a cement wall at the park this evening. Is this some kind of stinkbug?

Elder Bug
My father told me once that these bugs are called Elder Bugs. Sorry, but I don't know the scientific name for them. When I was about 15 years old, I remember these bugs all over the place at my father’s home in Maryland; in fact, they even got in his house. They were VERY annoying but harmless.

 
I think that the Elder bugs...
you mentioned are actually Eastern Boxelder Bugs (Boisea trivittata).
