This is a fairly elusive picture-winged fly. I've seen one maybe twice. It didn't like to be approached and when I did it would scoot around to the other side of the plant stem. I tried to use my hand (by moving my hand around to where it could see it) to try to coax it back around so I could get a better shot but it would fly off. These two pics are all I managed to get. I searched in the area for about 45 minutes before giving up. I might go back this afternoon and try again.
I didn't see anything in the guide that looks like this but I would think that wing pattern would be pretty distinctive. The eyes are pretty weird too.
Please help with ID.

That looks pretty close. So it's not a picture-winged fly?

 
Probably not
Have a look at Tephritoidea, plenty that look "picture-winged" split off there.
