Ichneumonidae...
This is surely NOT a giant ichneumon wasp in the Megarhyssa genus. The Rhyssa genus is possible however.
From these photos, there are some suggestions for the subfamily Collyrinae such as lack of an areolet & weakly compressed abdomen, but nothing here that is definitive. If the owner feels comfortable that all the characteristics have been met (since he has the specimen), than he should surely say so, otherwise, I would place this among the other ichneumons in the guide.

According to
The American Entomological Institute
there is only one introduced species,
Collyria coxator
in North America. So it is either this species or it should be moved back.
Furthermore it doesn't look like
this image
of a female.

From what I can determine Collyrinae is the best fit. From the tip if head to the end of tail it only measures 2.5 cm. Of course, with such a large and diverse group of insects I will never be 100% certain.
