Giant Lacewing (Polystoechotes punctata)
Looks like a match. This is the second Giant Lacewing (Polystoechotes punctata) I've observed in the same location within a week's time, in a manufacturing plant 7 miles east of Bend, Oregon. This one had landed on a co-worker's back when it was discovered.

I have never seen one on Bugguide ID request before. i think they are uncommon-rareish as well. I would love to see one of these.
