Good news, bad news.
I think I managed to ID this by referencing the U of Arizona collection, but the name they had on it is so outdated/bad/misspelled? that I can't find the name in the catalog of Heteroptera, or even online! Genus is/was Piezogaster, so moving there for now. Please leave it there so I can find it again:-)

The "frosted" look, enlarged hind fermora, no light strip on head, etc.
