This is the typical color form. Nice that you had a shot of the underside as the color is important for separating the many closely related black and red-orange Oulema.

Oulema cf sayi
Interesting genus Oulema with several very similar looking species. These beetles look very similar to Oulema sayi described here: http://insects.tamu.edu/research/collection/chrysomelidae/oulema_sayi.htm
They have the blackish legs and reddish venter and I also note the black spots on the pronotum which I don´t see on other pictures of Oulema in the guide.
Could the leaf they are sitting on be Commelina?

Ed Riley confirmed that this is *Oulema sayi*. Am moving.

Chrysomelidae.
Definitely leaf beetles, probably in the genus Lema. Nice image, as usual:-)
