Very distinct looking fly indeed!
I observed a female of this sp. a couple of days ago in the Anza Borrego. A good sized fly, 14-15mm! Might post a photo later.

Have you tried the UCR collection?
Ron, I forget, have you tried comparing your images with specimens at the UC Riverside collection? Might get some IDs pretty quickly that way....

I now have something very concrete to work with.

Well
It looks like a female Copestylum apiciferum!
But I have to say there's a lot of Copestylum out there, so lookalikes are possible!
