Vespula acadica, male (WA)
Neither of the below. Vespula vidua is an eastern species, V. atropilosa shows a very different pattern. Excellent find!

That is his "male parts". He might have just mated and thats why they are out..

EDIT: now that I look, this might also be a V. atropilosa male so please wait for a confirmation from an expert
