Moved from Sawfly larvae. Willow galls are made by Euura and Pontania species, both in subfamily Nematinae. Pontania species make leaf galls, and Euura species make stem, twig, or bud galls... but both can make petiole galls. It might be possible to figure out more specifically, but I don't have the right resource at the moment.
