It seems to be feeding on a scale insect, if I'm not mistaken.

I thought it was taking honeydew, didn't know it was actually feeding on the poor critter!

 
Doing a service to the plant
Scale insects are parasites of plants, much like their close relatives the aphids. Scale bugs attack to the plants as larvae (nymphs) & the transform into sessile, legless adults that feed on the plant's sap.
So the Dustywing is actually doing a good thing by eating it.
