You are right about the species. This is a very common spittlebug in the eastern USA, but (amazingly) nobody has ever seen a nymph. I have specimens of nymphal Prosapia ignipectus (its near relative) that I found at the ground level on bluestem grasses in August. Your best bet to find the nymphs of P. bicincta would be on broomsedge (Andropogon virginicus), a common and tall bunchgrass that grows in old field and roadside situations wherever the spittlebug is found.

One problem...
This was found in Georgia & I live in New Hamshire... And I'd probably have to wait until next year anyways because of the fact that it's fall, getting close on winter.
