I'd leave in guide
This is something the guide doesn't have. Not the best photo, but there's enough characters to see for someone out there to identify it.

Do you still have the specimen?

Nope
I normally don't bother with wasps. They are largely targets of opportunity for me. I see something tiny, I shoot it just to see what it is. If it looks interesting, I post it. BTW if I see another, I'll collect it.

Moving -
to Hymenoptera for now.

We need an expert
I think that perhaps you are right about a Chalcid but I would love to have an expert opinion on this. Those beady antennae should be telling us something.

Looks like an alate ant.

Tunnel Vision
I think tiny antennae, fly. Long antennae, wasp. I sometimes forget that an ant is a wasp. Thanks for the tip. I'll investigate.

I agree
The weak pigmentation of the wing veins is often suggestive of alate ants. Moving to Aculeata for now at least.

Wing veins -
not an expert, but the wing veins are also a clue here - way too much wing venation for most (all?) chalcids...
