Probably Peleteria
This is probably Peleteria, but the details are not completely visible for a 100% ID.

I think this is Peleteria. (It's a tachinid at any rate.)

Disclaimer: I'm no expert. Unless it's obvious from the flower - which I don't know - you may want to guess at insect size, as this could help with ID. (I'm figuring small here.)

Thanks Ron. The flower I believe is a black eyed susan. The fly is small but would be guessing at the size.
