I believe that this is genus Tibicen, but what species might it be? Anyone have any ideas? Thanks.

Tibicen linnei
The long apical cell suggests that this is the closely related T. linnei (these species are hard to differentiate in the female).

 
No bent costal margin...
The margin in this specimen sweeps back smoothly and no noticeable bend towards the middle as indicated by Davis. Also Michigan Cicada key.

Possibly Tibicen canicularis
Judging by your northern location, brown pronotal collar and using this key. Also looks to be female judging by the shape of the posterior abdomen.
