These two examples have some differences and similarities in coloraion. Quite a few coming to Baccharis in mesquite-grassland.

Moved back to species level
Moved from Polistes dorsalis californicus. There is no mention of subspecies in the comments.
It is a good idea to add the sex info when somebody supplies it. I did it for you this time.

Male Polistes -
I think - not sure which species... Please wait for an expert to confirm.

Could be P. dorsalis but we would need an expert because wasps from Arizona can be tricky (well at least to me they are tricky)

 
Polistes dorsalis, male (AZ)
is correct. Same applies to the second specimen.
