I've tried looking through the Guide but there are so many photos and I didn't see on that matched this.

Pretty sure it's Steniolia
When you look at some of them from the side as in your image, they appear to have black circles on their abdomens. The barely visible front-to-back stripe on the thorax is in some Steniolias, but those appear to be in the minority. Eyes look dead-on, but do wait for an expert opinion on this one.

I am not taking any chances with these southwestern bembicines. I find them even hard to identify when I have a specimen at hand. Your image looks exactly like this one:

Steniolia (AZ)
After a little study I can confirm your ID now. The basally swollen labrum is diagnostic for the genus (well visible here).
