I finally re-collected these stem galls (Oct 2011 and Jan 2012) and the plant is tall thoroughwort Eupatorium altissimum (thanks John Pearson). Maybe I'll get an adult this time. Gagne (The Plant-Feeding Gall Midges of NA) lists Neolasioptera perfoliata associated with Eupatorium woody, tapered stem swellings.
