Zarhipis.
Could be a larva, or an adult larviform female...Z. integripennis is the only species in Oregon. Great find!

Looks like my herping friend was right
My herping friend called it a glow worm when I caught it though I thought it was some odd name that they used for them in the 60-70's (his era). He said they used to put them up to blacklights or something. Cool & judging by the photos it's one of those.

Phengodidae - Glowworm?
