Correction...
It should be a species of Neocapsus, and I suggest Neocapsus cuneatus. The description of N. cuneatus in Knight says:
1) general color is black;
2) pronotum, except for calli and basal angles, femora, and sometimes cuneus are red;
3) scutellum is orange red, rarely partly black; and
3) head yellowish to red.

The description almost matches with this bug except for the color of femora. But, I think the color of the femora can be varied depending on the specimen. ^^
