I think that this is a beetle of some sort, but have been unable to ID it. (Good with birds, but poor with insects) Nothing from the on-line guide seems quite right. The photo was taken at about 7am, just outside the visitor's center at the refuge, a covered cement walkway.

Cerambycidae
Longhorn beetle, positive Oncideres pustulata. The black bumps are the smoking gun for this species
