Size: ~ 25 mm
Looks like it might be Polistes metricus but I keep looking at that yellow band on its abdomen. Could it be Polistes annularis?

Polistes metricus, male (DE)
The yellow band sometimes occurs in metricus though it is relatively uncommon. Polistes annularis males have a red face like the females (distinguishing them from all other species), e.g.:
