Need help with ID on this tiny fly with large red eyes. Is this perhaps a Lance Fly??

Pretty sure it's Melanagromyza, but hopefully you'll get an expert ID. Meanwhile, see:

I hope it is, it would be a data point for the deep south.

 
Suggestion: Leave it here a week or so...
Then move to Leaf Miner Flies. (I'm assuming the abdomen of yours looks like mine. The posture of yours is typical; that's how they deposit eggs on the leaves, which later results in the "mining".)

 
Xenochaetina
It might be a good idea to also check out Xenochaetina, the resemblance is very strong.

 
That does look good.
If you move the post, Acalyptratae is probably a better place.

 
Lauxaniidae
is correct. Xenochaetina might also be correct but I am not the right person to confirm this.
