Phoebis philea
is what it is. Gender is a bit more difficult from this angle, but I'd be inclined to say it's a female based on the strong ventral markings (however, I'm far from certain).

To distinguish from P. agarithe, look in particular at the arrangement of the dark line (or row of bars) across the front wings, which are nearly straight in P. agarithe, and dislocated in P. philea. The markings of the underside of P. sennae are quite similar to those of P. philea however.
