Size: ~ 1/2"
The orange transverse lines seem pretty distinct. I found a few insects with a similar pattern on Buguide, but not the thin lines, or the red legs and underside coloring. The transverse line on the thorax is red.

This is likely a common insect as I saw what was surely the same species tonight in Arlington, in Northern Virginia.

Two-Lined Spittlebug
This is the Two-Lined Spittlebug. The common name for this group comes from the larva's habit of surrounding itself with a froth that looks for all the world like spit.

The scientific name is Prosapia bicincta and the family is Homoptera—the Cicadas and Hoppers.
