I cannot do flies (yet?). I think it looks like a colorful Mycetophilidae with a closed discal cell (which of course can't be.)

Mycetophilidae in the broad sense. I would say genus Leptomorphus but I am not sure.

Is that cell d?
The drawing in Arnett(1) shows the discal cell bounded by M, not two branches of R.
