On Encelia farinosa.
Looks like Zelus renardii which is common in CA.

Nice image.
How are you excluding other species like Z. tetracanthus and Z. cervicalis? Z. tetracanthus does not 'always' have the thoracic tuberacles pronounced, though I rather doubt it has this coloration. I have never seen a confirmed specimen of Z. cervicalis.
