Andrena (Holandrena) cressonii kansensis
note yellow paraocular area typical of subgenus Holandrena
From LaBerge, 1986: "This subspecies from the southern prairies is marked in both sexes by having bright red femora and middle and hind tarsi."
This is clearly visible in the photo.
Also note apparently complete tergal fasciae.
