Acaenitinae...
The size given is not typical of Arotes species, but is typical of the subfamily Acaenitinae because of the presence of the triangular projecting genital plate which projects past the tip of the abdomen of this female. There is also the lack of an areolet which is another feature of this subfamily.

I visited a collector in Dryden (near Waterville) who had a ton of ichneumons. I think Maine might be ichenumon-central for these wasps.

Arotes?
Reminds me most of the genus Arotes, but I can't be positive.
