It's a female Syrphus sp.

Check genus: syrphus
Don't know the size of this one, but I've seen similarly-patterned in my neighborhood, and they look a lot like the Syrphus example in the Kaufman/Eaton guide. They were about 1 cm long (or less) as I recall.
