Chironomidae
Looks like a midge in Cricotopus. You might wait to see if John Carr weighs in on it. He may even get you to subgenus.

 
Cricotopus (Isocladius)
The key linked from the Cricotopus web page says C. tricinctus but John Epler says that key does not reliably resolve members of the C. sylvestris group.
