actually, probably Stictiella or Glenostictia
The markings aren't right for Steniolia, nor does the tongue appear long enough.

 
Sphecidae Checklist of Colorado
According to H.E.Evans: An Annotated Checklist of Colorado Sphecidae, 2000 (unpublished), he lists in Mesa County:
Glenostictia megacera and Stictiella p. pulchella.
Compare my posting of Steniolia obliqua, however, which I think this is.

 
Glenostictia
The first comment was from Eric Eaton suggesting Steniolia, Stictiella or Glenostictia. Then Herschel Raney said it wasn't Stictiella, and probably was Steniolia. So with the process of elimination, that leaves Glenostictia.
I knew you're great with Coleoptera, but now I've found that you're equally good with wasps.
