Oh, wow!
This is not a Bembix, but that said, it could be a Steniolia, Glenostictia, Stictiella....There are several genera in that whole tribe that fit this general description (the notched or undulating abdominal bands are typical), so it will take an expert, or me with a lot more time, to be more specific. Great image. I can tell it is a female (tarsal rake on front feet)!

I think we can elimate Stictiella. I think this is a Steniolia species.
