tortoise beetle? - Plagiometriona clavata

Size: about 1/4 in.
This looks like a tortoise beetle. I thought I would find a Milkweed Tortoise beetle, since there is a lot of milkweed in my backyard, but it is not. All summer I only saw this insect twice.
