Thanks for keying this to genus. I'll try to rear it to see what species it is.

Libellula
based on the structure of the labial prementum-notice that the anterior margins are straight on each side of a faint/imaginary median line (so it looks like it forms a right angle). Also, the bases of the spine-like setae along the margins (sort of look like stitches) are not set in notches.
