Size: 2-3mm
I found these guys on the underside of a leaf... are they scales? They were very tiny but were surrounded in a relatively large mass of waxy hairs. Sorry for the poor image.

Maybe
whitefly nymphs? If so, could be giant whitefly or woolly whitefly...
