Pontia protodice I think
Hi Tom, The yellow coloring and general arrangement of the markings on this one make it look like a female P. protocice to me. I don't think I've ever seen P. occidentalis with yellowish markings below. Trying to separate the two species can sometimes be enough to drive anyone crazy though.

I'm going by Kaufman's book (1) and the picture of P. occidentalis shows even more golden yellow than this one, and dorsally, the FW outer spots are gray in contrast to the dark inner spots.
