I would say yes
At least shape of tegulae does match, and I hardly see any other possibility left. But size of the pic is a bit small to make quite sure. Dr Buck's expertise is needed.

Euodynerus leucomelas, female (AB)
Note the black scutellum and white stripe on the metanotum (O. dilectus usually has a black metanotum and white spots or band on scutellum).
