The rather broad elliptical outline
does superficially suggest to me the genus Amara but offhand I don't recall one reaching 13 mm. Instead, large body size and a proportionately large head better point to a stout member of Harpalini. My ability to recognize images of eastern carabids is much stronger than for the far western fauna.

The 13 is a ball-park. I didn't have a ruler. It may have been a bit smaller.
