I have been unsuccessful narrowing this down to genus or species. Any assistance is appreciated. Thanks.

Neorhynchocephalus sp.
Only two species to choose from according to the Manual of Nearctic Diptera....Wide face and proboscis longer than head seem to point only to this genus. Wing venation would clinch it, but....:-)

This is a female, based on the ovipositor. They are parasites of grasshoppers. Cole mentions two species of Neorhynchocephalus, but doesn't give any clues on how to separate them. Both species have overlapping distributions in your area.
