On goldenrod. There were two in the same spittle. I didn't expect to find more than one.

Clastoptera xanthocephala
2 mm is very small for a late-instar spittlebug, so I am guessing it's the Sunflower spittlebug (which actually feeds on various herbaceous plants). Please watch for adults!

Spittlebug nymphs wander away from their spittle masses, and either start new ones, or enter those of other nymphs. Aphrophora nymphs hold the record, of one spittle mass over a foot long containing about 100 individuals!
