I am not convinced this is a pteromalid
This could be a eulophid, but unfortunately I can't tell for sure as the number of antennal + tarsal segments are not clear, nor is the length of the postmarginal vein.

Pteromalidaeā€¦
This is a very diverse group morphologically, but subfamily characteristics such as large thorax and swollen femora are distinct here. Another nice shot Arlo.
